Put a wrench on the nut underneath and then turn the screw. Right now that nut is just spinning with the screw

There's a plastic nut underneath, that is spinning with it. Reach around the back, underneath. Not in the bowl

Hold the nut on the bottom with a pincer and get a phillips screwdriver.

I can see it’s not the issue and I know it’s dual head. But op also attacked the job with two plain screw drivers, you can see the play in the screw head.

I’ve seen this movie, too. Took a hacksaw to remove the rusted screw. Wasn’t elegant, but got the job done.

If a screw is just spinning and not biting anything, you can try applying some tension to it by getting a second screwdriver and prying the head up or to the side a little while you're turning it.

Might help the threads bite something and start unscrewing.

Use locking pliers/mole grips. If you can get enough purchase you can wiggle those piss encrusted bolts side to side til it snaps. Works a treat on the cistern through bolts too. After learning this my life changed.

Edit: be careful when the bolt is near the porcelain!

take a hack saw or saws all with a pair of pliers just cut the bolt

I just recently was trying the same thing on a Kohler, and ironically on the same side. Did that bolt break off? Because I got mine to spin, but the bog is spinning inside,, I ended up replacing the whole toilet
