This is an excellent review because you add a true contrast and comparison.
I love it, no issues for me. I've lived here for about 2 years. School is diverse, my kids are excelling.
Depends on where in Manchester IMO. There's some very nice neighborhoods in town near the Vernon, Bolton and Glastonbury lines.
It's not the worst place I've ever lived.
Before Manchester I lived in waterbury. (No comment.)
Manchester has evolved since I moved in 2007. That town has more life in it.
I currently live in enfield because I bought a house and it's closer to my clients. Most activities shut down around 11 and it has 2/3 the crazy of Manchester.
You could do much worse. (Willimantic, Norwich, bridgeprt, south Norwalk, derby, Naugatuck, etc.)
And vernon/rockville
Manchester has the potential to become very cool
Lived in the Manchester Vernon line years ago. It was great! Close to stores and highway while also having easy access to the woods or trails. Not sure about schools.
The worst thing about Manchester is congestion around the mall. Other wise normal
I would happily live in Manchester.

I just don’t know anything whatsoever about the school system or local government, so I don’t want to comment.
But I have looked at apartments there before, and frequent both restaurants and stores in the town. I have never felt unsafe anywhere.
Manchester is not a bad town. It is diverse but the schools offer great opportunity if you want it. Obviously there’s a bad element everywhere but can be avoided.
I have never heard anyone call it those two things. I have had family living there for decades.
It’s a very average town, but gets a bad reputation. The school system is fine. It could be better but you can get a good education if your kid tries and just stays away from the bad crowd.
I've lived here my whole life and I can say that it is the most centralized place in America amenities wise with shitty schools and good work opportunities as well as beautiful neighborhoods depending on what you like.

Pretty average to below average. Better than Bridgeport or Waterbury, worse than Plainville/Bristol/Southington. Way worse than the Farmington Valley, Glastonbury, and West Hartford.
It has had some bad press lately due to some high profile incidents involving administrators getting attacked or someone bringing a gun to school. But regardless, it has always been a pretty (slightly below) average town.
I would feel fine raising my family there if I found a good deal on a house. A kid can thrive anywhere with solid parenting and resources.
Edit: it is worth knowing that you are comparing emeralds to rubies compared to school systems outside of New England. Connecticut has fantastic schools and even Manchester has wonderful schools compared to rural Georgia. Don't let comparison be the thief of joy. Because none of us are Westport (:
