When exploring plans on Energize CT they generally will tell you if there are any signup or cancellation fees or other strings attached. Still, the difference right now is so great (<17 cents vs >24 cents per kwh) that I think exploring other options is the way to go.

CT has a law that bans cancellation fees. They're still listed on the site but buried in the docs there's the old "Cancellation fee does not apply in CT".
