I’ve driven in most of them. Things may have changed since I was last there, but Illinois would get my vote, with Vermont second. We’re definitely ahead of Massachusetts though, especially Boston, but then so are Italy, Mexico, India and Egypt.

You're right, none of that exists once your get outside CT. Speeding is literally unheard of in Rhode Island, for example. They don't even know what it means.
