I believe that's the cut-off for lead-based paint usage. It also keeps you from houses with aluminum wiring.

FWIW, several Pb paint inspectors in addition to a few builders from the time with whom I've spoken all stated that no Pb paint was used in Columbia at the time of its construction.
The dangers were known by then (1967-8) and new construction just went with the Pb-free alternatives that already existed at that time.
I'd still be careful and get testing done, of course, but I'd be far more concerned with Aluminum wiring than Pb paint.

It was restricted at some point, but builders were allowed to continue using it if it were still in their inventory. Bottom line is that there’s only so much you can do.
