While this doesn’t totally answer your question: I usually take mine to the VW dealership in Catonsville (Heritage). It’s just over the border from Howard County and just a 15 minute drive from Columbia. I once took it to Ourisman in Laurel but didn’t have as good of an experience.. felt like they saw my obvious lack of car knowledge and tried to upsell me, plus my car drove a little weirdly afterwards.

DO NOT GO TO ANTWERPEN. My girlfriend recently went in there because the turbo in her Tiguan blew up, and they caused more damage to her car and then refused to admit to it. The second Volkswagen center we went to had to verified proof that Antwerpen caused the damage, but the technicians at Antwerpen refused to take ownership of their mistakes and were incredibly rude all around

If it’s just routine maintenance and not recall work needed I’ve had good luck with local shop Ken’s Service Center on Minstrel Way. If you’re looking for a more specialty shop British American Auto Care is around the corner, haven’t used them personally but heard good things.

Can confirm Ourisman VW in Laurel is hit or miss. Took them two days just to do my recalls this month because the tech messed up something.

I don’t have experience with Heritage service, but I can at least say their VW and Subaru sales team is excellent. They didn’t charge a markup on a Ascent and even worked on the numbers with my family.

I would have expected the cause to be more "waiting for parts from Germany". The laments of owners of German badge buggies' sitting in the shop waiting for parts from Germany are legion.
