I work from home in Chicago and keep the heat lower, I'm currently in a tee shirt, merino sweater and a thin fleece jacket that just isn't cutting it. I need a 'jacket' with true insulation or lining of some sort, but thin enough to wear around the home office all day and look normal on video calls. Black or a bland flannel pattern preferred, no down lining, it has to be durable enough to be worn and sat-in daily.

They make those lined flannel shirts. Depending on price range, could look at Pendleton (if you’re in the USA).
Have you tried either silk knit under layers (e.g. Wintersilks) or Under Armor? That might let you stay warm wearing your usual work clothes
