Idk if the numbers really support this idea, but for the sake of argument I'll say that the education system is VERY different. In the 50's and 60's you had an extremely robust public education system. Over the last few decades that system has slowly been eroded and defunded. A lot of students simply don't have the opportunities and support required to pursue science and engineering.

Good paying jobs with large industrial employers that you could work an entire career at. General Motors even had their own accredited college.
